Statistical Aspects of Setting and Implementing Environmental Standards

The typical environmental
standard is what may be called an ideal standard. Based on various
effects studies, a target value not to be exceeded is determined, and
the standard may be that this value not be exceeded, or only be exceeded
with a certain probability, or a certain number of times per year.
There are several interesting aspects of this type of standard. We
intend to study the recent proposed air pollution standards in terms of:
(a) What the standard is intended to achieve (the ideal standard)
(b) What the implementation procedure actually achieves
(c) What the detection probability of a violator is in terms of the
monitoring network design
(d) How correctly to implement a standard of the ozone type in terms of
the probability of detectinga violator, and the probability that a
non-violator is declared in violation
